Yes you can buy them with game money. Just visit the "deal credits" section in the city overview and there you find everything you need to know about the trading.

On the bottom of the page there is the section where you can place your own offer. And then you have to wait until an other player accepts your offer.

The time you have to wait until your offer is accepted and someone sold you the credit depends on who much money you are willing to pay.;)
